Well there are issues with PC’s that have 4 gig of ram or more and either the BIOS says that it only sees 3 gig or Windows 32-bit only sees 3 gig. Either way there is limits. Depending on your motherboard there might be a setting in the BIOS called memory remaping that you can enable. This will only help for the BIOS to see the full 4 gig and for 64-bit Windows to see the full 4 gig. If you have a 32-bit Windows OS keep this disabled. If your BIOS does not have this then even if you have a 64-bit OS it will not see the 4 gigs.
Any how here is an article from Microsoft referring about the memory remaping and lists some of the chipsets that have it.
Also just came across this article from Windows IT PRO regarding some laptops with 4 gig issues. Its a good read.
